Subramanyam Javvadi, IAS

Subramanyam Javvadi is a career bureaucrat belonging to the Indian Administrative Service (IAS) currently discharging his responsibilities in Government of Andhra Pradesh as the Director of Industries who is primarily responsible for ensuring investment promotion, investment facilitation and investment grounding in the state through quick and time bound approvals as the head of the Single desk Bureau (SDB). He is responsible for driving investment into MSME sector as well as large and Mega industrial units through structured implementation of supportive industrial development policies.

Shri Subramanyam is also the CEO of the Andhra Pradesh Economic Development Board (APEDB) chaired by the Hon’ble Chief Minister of Andhra Pradesh, which was commissioned with the objective of acting as a catalyst to achieve sustained double-digit GDP growth through structural shift to industry and servicebased economy. His job responsibilities are to strengthen, accelerate and increase investment in industry, information technology, energy, tourism, expand infrastructure etc., and harness all avenues of economic opportunities, skill the workforce, create employment thereby reducing inequities and strengthening social capital.

Shri Subramanyam is also Vice-Chairman & Managing Director for AP Industrial Infrastructure Corporation Ltd (APIIC). As VC&MD, APIIC he is responsible to formulate, promote, finance, aid, assist, establish, manage and control schemes, projects or programs, to provide and develop infrastructure facilities, including factory sites, factory sheds, go-downs, marketing facilities, warehouses facilities of communications, power, water drainage, housing, hospitals and other medical and health and educational institutions and other services of any description in order to promote and assist the rapid and orderly establishment, growth and development of industries and commerce in the State o Andhra Pradesh.

Previously he was posted Mission director of National Health Mission (NHM) , Assam for 2.5 years, managing the reproductive maternal and child health indices of the Assam which has challenging indicators in terms of highest MMR and IMR. During his stint the state has achieved the distinction awarded as the “most improved state in Health” which was possible through the various qualitative initiatives taken to improve health systems in the state. National Quality Assurance standards and IPHS have been put in place through a concerted effort across the state with targeted interventions for the most vulnerable tea garden and riverine population constituting more than 30% of the state with deplorable health indices. Prior to this stint he has served as the Deputy commissioner (DC) cum district magistrate of Goalpara district which is one of the most backward aspirational district of the country riddled with insurgency, unemployment and high poverty levels. During his current stint at the helm of affairs, he was twice awarded the Assam Chief Minister’s award for Public Service Excellence for the year 2015 and 2016 for his services as deputy commissioner in the district. Under his leadership, the Goalpara district civil hospital has received the Prime Minister’s Swatch Bharat Abhiyan’s Kayakalp Award 2015 for transforming the same into the best clean hospital in the state.

He has completed the most prestigious UK government “Chevening Gurukul fellowship 2016” from King’s College London aimed at midcareer professionals who would be future leaders and influencers in the country. His areas of policy interventions include health, education, financial inclusion, skill development, sanitation, climate change, urban development initiatives amongst others including disaster mitigation and relief rehabilitation management. Overall he is a multifaceted finance professional with an excellent IT background who believes in using technology to build long lasting systems in public space and creating maximum value for money spent. His IT initiatives such as Field Activity Monitor for Elections (FAME) application to monitor movement and reporting of SST/FST using geo tagging has increased the movement and effectiveness of the filed teams during Assam assembly elections 2016 and won wide spread accolades along with ensuring that Goalpara election district recording the highest voting percentage in the country. His initiatives post demonetisation in the district for transformation to digital economy included a detailed communication

2 strategy with key messages and dip stick surveys under the branding called “Aahban”

which has helped all stakeholders to move on the digital highway.

He worked as the Chairman of the Secondary Education Board of Assam (SEBA) and also functioned as the Joint Secretary in the Department of Personnel and Administrative Reforms, Information Technology in the Government of Assam before the current assignment. He had initiated wide technology reforms using OMR in the conduct of the HSLC examination, touching more than 4 lakhs students in his role as Chairman SEBA. He had played a key role in introducing online services under the edistrict platform in all districts in the state. He was the state nodal officer for the implementation of the Results Framework Document (RFD) aimed at designing Performance contracts around key result (KRA) in 55 Government departments.

He had previously worked as the Assistant Commissioner, Silchar; SDO Civil Abhyapuri, ADC i/c Bilasipara Subdivision during his various other stints in the state. He has to his credit the efficient handling of the largest relief and rehabilitation operations during the Kokrajhar ethnic clashes in July 2012, rehabilitating close to 1 lakh people during the ethnic clashes which broke out in 2012. Through a wellcoordinated strategy, he had ensured rebuilding of lives and livelihoods of the victims of violence in a record time which had won his team accolades all around.

He has more than 20+ years of versatile professional experience. He is a Chevening Gurukul Fellow from King’s College London, UK during the year 2016 which is one of the prestigious fellowships of Foreign and Common wealth Office, Government of UK. He is Chartered Accountant (C.A) and a Cost & Management Accountant (CMA) by qualification. With a consistently excellent academic performance and as a financial analyst, he has stood an All India topper with 1 st rank in the Cost Accountancy (CMA) course during the year 2001 and also stood All India 33rd in the Chartered Accountancy course. He is an Oracle Enterprise One Financial Management Certified Consultant alongside being a Master’s in Public Policy (MPP).

He has started his career as a finance consultant with Tata Steel in Jamshedpur and subsequently worked as Project manager on Oracle/PeopleSoft ERP in Satyam Computers for over 5 years with wide international work experience working with customers across the globe including the USA and South East. Before joining the IAS, he has worked as Assistant Superintendent of Police in the Indian Police Service (IPS) from 2006 in the Kerala cadre.

He is married to Mrs. J.V. Anoosha from Hyderabad who is an Indian Railway Service of Engineers (IRSE) Officer borne on the South Central Railway in the rank of Executive Engineer. They are blessed with a 10 year old daughter, Ms. Mitravinda and 5 year old Ms Sanathana. His areas of interest include amongst others reading books on economics, management and history. He likes playing tennis and badminton.
